Newark – A male suspect found with two vacuum-sealed bags of medical marijuana concealed in his underpants was arrested Wednesday on narcotics distribution charges by Essex County sheriff’s detectives.

Sheriff Armando Fontoura stated that Bureau of Narcotics detectives were conducting a surveillance operation when they observed Reginald Richardson, 39 of Newark, loitering in front of 102 Isabella Avenue.

“Minutes later, Kyle Flippin, 29 of Glen Ridge, stopped his car up at that location and engaged Richardson in conversation,” Sheriff Fontoura said.  “Richardson then walked down the driveway, opened the utility box and removed an item that had been hidden there.  Richardson subsequently exchanged the item for cash and Flippin drove away.”

The sheriff’s detectives followed Flippin and conducted a motor vehicle stop.  A small plastic marijuana-filled bag was on the car’s center console and Flippin was placed under arrest.

Meanwhile, Richardson drove away from the scene in an Acura sedan.  He was also stopped a few blocks away.

“Richardson was placed under arrest for the sale of narcotics to Flippin,” Fontoura added.  “During a search of the suspect for officer safety two bags of medical marijuana, marked RX CA for California, were discovered in his underwear.  The bags contained 40 grams of marijuana.  This is certainly a first for our department.  We are still looking into how he obtained the out-of-state medical marijuana.”

A subsequent search of the utility box yielded an additional 61 grams of marijuana.

Richardson was charged with the sale of a controlled dangerous substance, possession of CDS and possession of CDS with intent to distribute.  He was also issued summonses for having CDS in a motor vehicle and for driving while on the suspended list.

The Prosecutor’s office approved all charges against Richardson and ordered him to be released in his own recognizance.  His court date is April 24th.

Flippin was charged with possession of CDS and issued a summons for having CDS in a motor vehicle.  He was released on his own recognizance and his court date is also April 24th.
