Executive Staff
Arthur Jorge

(On loan from Newark Police Department)
With a stellar career spanning nearly three decades, Newark Deputy Chief of Police Arthur Jorge is an exemplary law enforcement leader who serves the city where he was born and raised with a unique blend of professionalism, passion, and tireless diligence. Currently, he is on loan from the Newark Police Department to the Essex County Sheriff’s Office, where he serves as the Acting Executive Undersheriff under the leadership of Sheriff Amir D. Jones.
After joining the Newark Police Division in 1998, Chief Jorge’s relentless commitment to public safety drove him to quickly climb the ranks. Because his leadership skills were noted during the early stages of his career, Chief Jorge was promoted to detective, overseeing gang-related investigations in 2001. A year later, he was promoted to sergeant, tasked with supervising patrol officers, leading street-level enforcement operations, and overseeing narcotics investigations and gang activities.
Due to his steadfast professionalism and exceptional leadership acumen, Jorge was again promoted in 2006 to the rank of lieutenant, serving as Executive Officer of the 3rd Precinct, in Newark’s Ironbound Section, and as Acting Captain of the 5th Precinct, in Newark’s South Ward.
In 2011, Chief Jorge was promoted to the rank of captain. He served as commander of the Executive Protection Unit, responsible for safeguarding former Newark mayors Cory Booker and Luis Quintana, and the City of Newark’s Council members. Within only three years, he again rose in the ranks to Deputy Chief of Police and Chief of Newark Police Operations.
In his current capacity with the Newark Police Department, Chief Jorge commands over 1,100 uniformed and civilian members. He masterfully oversees the day-to-day operations of all patrol, special operations (S.W.A.T. and Emergency Services), investigative, and intelligence components. Along with ensuring the effectiveness of all police operations, he prudently applies his managerial prowess to evaluate and adjust operational strategies across precincts during weekly ComStat meetings.
An authentic leaders’ leader, Chief Jorge honorably serves as Acting Chief of Police in the absence of the current chief and has chaired both police and civilian disciplinary trials. His unwavering dedication to public safety has been instrumental in managing large-scale events, from protests and major public gatherings to severe weather emergencies and the COVID-19 pandemic.
Chief Jorge earned a Master of Public Administration from Rutgers University in 2013 and a Bachelor of Arts in Public Administration from Kean University in 1998. His extensive professional development accreditations include: graduating from the Federal Bureau of Investigation’s National Academy (FBINA), Session #257; earning a certificate in Criminal Justice Education from the University of Virginia (2014); and completing the Senior Management Institute for Policing at Boston University, Session #60, as well as the U.S. Secret Service Executive Protection Seminar.
Among his many honors are the Newark Police Public Safety Executive’s Award, Newark Police Chief’s Award, Newark Police Leadership Award, the FBI National Law Enforcement Memorial Award, and the New Jersey State Fraternal Order of Police Awards. Now bringing his experience to Essex County, Acting Executive Undersheriff Arthur Jorge continues to exemplify outstanding executive leadership and operational oversight in his expanded role in public service.
